Leadership & Governance

At Pure Mission Support, children are supported by experienced leaders who combine warm, child-focused care with strong oversight and quality assurance. Meet our Responsible Individual and Home Manager.

  • Gary Samuel is a highly experienced and emotionally attuned leader with over 30 years in children’s residential care.

    In 1994, Gary joined Kent County Council as a residential support worker, late advancing to Senior Practitioner at Surrey County Council, where he worked for 24 years. He holds a Level 3 qualification in Childcare, a Level 5 Diploma in Leadership and Social Care for Children and Young People, and specialist training in Therapeutic Childcare through Caldecott College.  

    Gary has held senior roles across both local authority and private provision, including Service Manager positions at Keys Groups and Compass Children’s Homes. His leadership in grounded in regulatory compliance, trauma-informed practice, a deep commitment to the emotional wellbeing of children and young people. 

    Gary ensures his practice remains safe, current, and aligned with national standards. 

  • Brings 25+ years of senior leadership in children’s residential care across local authority, independent and charitable sectors. A former Owner, Registered Manager, Operations Director and RI, he has led multiple homes to positive Ofsted outcomes, building teams that provide safe, nurturing, child-centred care. Known for a strong regulatory spine and values-based leadership, Paul assures compliance with the Children’s Homes (England) Regulations 2015 and SCCIF, oversees Reg 44 external scrutiny and Reg 45 quality reviews, and drives continuous improvement so children experience stability, belonging and progress.
